In terms of the provisions in Article 104B(5) of the constitution of Democratic Republic of sri Lanka as amended by the 17th and 18th amendments and powers, duties and functions conferred, imposed and vested in the commissioner of Elections and in particular to ensure voting at the above election shall free and fair and equal by secret ballot I, Mahinda Deshapriya , commissioner of Elections , do hereby give the following guidelines to be followed by electronic and print media.
