TNA MP M. A. Sumanthiran charged in Parliament yesterday that the appointment of the Commissioner General of Rehabilitation had been made under the Emergency Regulations although these were no longer in operation.
Speaking during the debate in the House yesterday on new regulations under the Industrial Disputes (Amendment) Bill, Mr. Sumanthiran said the appointment had been gazetted under the powers vested in the president under section 22 of the Public Security Ordinance.
Mr. Sumanthiran asked how the appointment had been made under non-existent regulations. The Emergency Regulations had been allowed to lapse by this government as it said they were no longer needed. But this appointment has been made under these same regulations,” he said.
The TNA MP said the emergency regulations were being re-introduced through the back door and told the House that at least four gazette notifications had been issued under the Public Security Ordinance.
He also suggested that gazette notifications be published on the government web site for the sake of transparency.
