Since the last Presidential election in 2010 there has been no national challenge to the existence of the government. The traditional common enemy, the main Opposition is a docile entity. So the government is losing its common enemy. At present, the credible and reasoned criticism to the government's existence comes mainly from the media and Non-Government Organizations (NGOs) who work within the spheres of democracy, governance and human rights.

Sri Lanka: MOD warning to NGOs: MOD has overstepped its mandate

 Sri Lanka’s powerful Defence Ministry has sought to outlaw press conferences and media statements by Non-Governmental Organisations operating in the country, sparking a civil society outcry about an attempt to impinge upon freedoms of speech and assembly.
 A circular issued by the National Secretariat for NGOs, which operates under the Ministry of Defence and Urban Development said certain NGOs were “acting beyond their mandate” by holding press conferences and workshops.

Sri Lanka bans NGOs engaging in public communications and conducting training

This act amount to clear violation of number of fundermantal rights, including right to information, freedom of expression.Number of NGOs told Sri Lanka Breif that theywill chellenge the circuler in courts.

The PTA law is being applied arbitrarily, and even offences that could be dealt with under the normal laws are being dealt with under the PTA. This is at a time when the Emergency Laws have already been revoked. Since the PTA law is being wrongly used in this way, it is necessary for us to acquire a good knowledge of what this law is and what are its implications.

We recognize the framework agreed upon in resolutions 21/1 HRC (2012) and 22/1 HRC 2013 supporting reconciliation and accountability in Sri Lanka and efforts made by member states calling on the Sri Lankan government to address grave violations of human rights and humanitarian law committed before, during and after the war which ended in May 2009. We recognize too the efforts of member states calling on the Sri Lankan government to address continuing violation of human rights and democratic norms in Sri Lanka.

Sri Lanka: Statement Condemning the Arrest and Unlawful Detention of Seven Tamil Youth, and Calling for their Immediate Release

We the undersigned, strongly condemn the arbitrary arrest and illegal detention of Raveendran Kajeepan (21), Alfred Piratheepan (30), Murukaiya Ashokkumar (35) and Nageswarasri Yarsan (22) from Jaffna, and the arrest and continued detention of three other youth* from Mannar, by the Terrorism Investigation Department (TID) between the 25th and 27th of November, 2013. It has become common practice for the Government to arrest and detain Tamil youth under the Prevention of Terrorism Act (PTA) coinciding with the time of Mahaveerar Naal (LTTE Heroes Day). In November 2012 too, four Tamil students from the University of Jaffna were arrested and detained under the PTA, and released intermittently over the course of 3 months.

New Guide - How to follow up on United Nations human rights recommendations

TWO PEOPLE’S FORUMS HIGHLIGHT CHALLENGES FOR THE FUTURE

The government has left nothing to chance where it concerns the forthcoming Commonwealth Heads of Government Meeting which is to commence in the next few days. It invested heavily in CHOGM both in term of its political and financial capital. The government expects the international perspective on Sri Lanka, its economic potential and peaceful climate, to undergo a drastic transformation for the better. In the immediate run-up to the Heads of Government summit, there were three other forums, the Business Forum in Colombo, the Youth Forum in Hambantota and the People’s Forum in Hikkaduwa. In the past the People’s Forum was also known as the NGO Forum, but now it has been widened to include the whole of civil society.

We the undersigned civil society organizations who made joint submissions to the Universal Periodic Review on Sri Lanka in the UN Human Rights Council in November 2012, will not be participating in the November 2013 Peoples’ Forum at the Commonwealth Heads of Government Meeting (CHOGM) to be held in Sri Lanka. We are firmly of the opinion that the November 2013 CHOGM should not be held in Sri Lanka and that the Government of Sri Lanka (GOSL) should not hold the chair of the Commonwealth for the next two years, as per precedent.

In a decision (A/HRC/24/L.16) on the establishment of a Special Fund for the participation of civil society at various fora, adopted without a vote, the Council requests the Secretary-General to establish a Special Fund for the participation of civil society and other relevant stakeholders at the Social Forum, Forum on Minority Issues, and Forum on Business and Human Rights, to be administered by the Office of the High Commissioner.
